  1. a person who is not directly involved in an event of sexual or gender-based violence (SGBV), but may be present during the incident of SGBV. 

  2. a witness to the incident of SGBV. 

  3. an observer who has noted a set of events that has led to an incidence of SGBV. 

  4. a spectator or source of support when the SGBV survivor recounts their experiences or actively seeks support services.
